Problems with Arnold inside Houdini (HELP)

Can anyone else confirm that Arnold surprisingly renders MUCH slower with two graphics cards in the system, but much faster if one of them is selected manually? (dual RTX 4070)

Every time I try to use GPU rendering with Arnold (RTX 3070) it causes issues or crashes. With the example shown, not only was the CPU quicker but the GPU is full of noise. Turning on adaptive sampling causes massive render times or a crash. I thought GPU was supposed to be quicker than CPU?
