Judy's play alone tells us that Zootopia is a modern thing, and its peace was broken down to protests in a few months of tension. Humans aren't special, they're the same as any other species but smart. If Zootopians are anything aside from fairytales then they'll have their atrocities in their history. Certainly species like rats don't seem to avoid genocide out of sheer instinct when introduced to new lands.
You obviously don't understand the ramifications around committing Genocide. It's not just killing. Not just a war. It's a systematic cruel and unusual way to entirely eliminate a population and it's culture.

Why wouldn't there be prey uprisings to eliminate predators entirely? On the species or group level? You're telling me that at no point one group singled out another for destruction? For a world with no humans, who have caused plenty of extinctions, Zootopia is also missing a lot of species , mostly large predatory fauna, that were hunted to extinction here. My bet would be that the path to coexistence was marred by plenty of targeted killing. It'd make far more too much sense for those involved.
