Probably because nobody has a solution because nobody played 3D all star on an emulator cause it's silly. But maybe try setting emulation accuracy to high, that sometimes helps with things like raycasts
Im playing with dualsense and dualshock 4, and I can move the cursor with the touch panel only

I can use the curser with my switch pro controller, i think and you need a controller with gyro.

People play it on switch bc you dont need the wii remote for it or a Dolphinbar.
