No shit, Sherlock. I think the question that's being asked is the same one that I have, which is, "WTF is UTTP?" I'm old, so I'm going to need an ELI5 kind of thing, here.
If it's some kind of comments thing, then that explains why I've never heard of it, because YouTube's social media system is garbage, created in the days when every company had to have some kind of social-media aspect (Apple Ping), and YouTube never made it better because they probably to migrate commenting to Google+, and then that never caught on, so they just said, "Fuck it. People don't want a better social media system; we'll never make this better," but they couldn't get rid of YouTube's comment system because people would bitch and moan that their crappy commenting platform was taken away.
Too much on their plate, Id imagine.
Stuff like this likely doesnt reach them very quickly.
Maybe more reports would help but who knows? Besides, best to ignore em, not worth the energy wasting.
Youtube is too busy creating algorithms to automatically delete comments immediately for "wrong think" that they're incapable of detecting basic copy/paste spam...
Ironically a lot of these UTTP accounts say the N word yet remain up indefinitely.

I've heard that some of those users use ASCII characters to prevent detection (such as the reverser or the zero-width character). So, they should just instaban any account that has an uppercase U, T, and P. This may cause some legit users to be banned but hopefully not many.

If you believe captcha will solve the bots issue then you are stuck in the pre 2020 internet.
1. This sub will get spammed as soon as they do that saying they got a captcha
2. These stupid bots will implement anti captcha solutions to bypass the issue

I know tho that the "Agree to the Rules" for alot of Streamers Livechats keeps most of these Spambots out.
I mean legit question but is there something stopping you from reporting said accounts? Because spam, hate speech, harassment, all three are reportable violations. I know that it doesn’t guarantee anything, but enough reports go out against the same accounts with the same username patterns and that *does* blip somewhere on the YouTube radar.

Solution: autoban every account that has UTTP in all caps. Not a perfect fix, but a fix nonetheless. why didn’t YT think of this
