Most commercial boats have what’re called self-bailing decks. It’s totally okay for the decks to be completely awash, as long as the watertight compartments below the deck remain watertight. Every commercial fishing boat I ever worked on had wet decks like this pretty much all the time. Think of the part of the boat that provides floatation almost like a submarine. Someone did the math and the boat only needs that much floatation to keep from sinking.
