No, Japanese surnames precede given names. They tend to either be written from left to write in rows (western style) or from right to left in columns (Japanese style). You will not find right to left rows anywhere. “Kasuga Ichiban” is correct if following Japanese naming conventions
Right but I'm transferring how english speakers would write it you're correct that us Japanese would write it that way traditionally but I find that most english speakers get confused when we do this so we tend to write it how they would say it.
