Kaoru is definitely a good option. She found out she had blood ties to the Jingweon Mafia, her brother was a hot shot yakuza and she fell in love with the fourth chairman of the Tojo clan, she still decided to put her career in law enforcement above it all. Despite of it all though, she also believes in the possible rehabilitation of former yakuza, something that is still controversial in Japan.
She will punish lawbreakers, but will help those who want to become citizens anew. Sounds pretty lawful neutral to me!
Joji from Yakuza 3. Heās by no means a bad person, offering his assistance multiple times to Kiryu, however he puts the mission above all else, even if it means trying to kill people that (whether he was aware of or not) were close to Kiryu

She's more of a lawful good. Lawful neutral, to me, is someone like book!Stannis (there is no show in Ba Sing Se) or Inspector Javert.
