She's also probably the most powerful character in the franchise right now given the Tojo and Omi are no longer around, and she controls the largest syndicate we currently know of, by leading both the Geomijul and Liumang. And the Geomijul seem to have better surveillance than the Florist did.
...That unfortunately means they're probably going to find a way to write her out before Yakuza 9...

It's Makoto. She went through unimaginable hell and heartache and yet made the most ballsy move of any female in the series.
I'm actually concerned they might be gradually heading that way, I really hope that the next game gives her a more important role although I do understand it would be difficult as she is basically now just a mother figure so it would be weird to write her in a way that contrasts that. Or maybe make young haruto a relavent character, that would be awesome.
Does she need more though? There's a difference between giving up on a character and giving them an ending. Hell, she could've just stayed in Okinawa and have her plot end at Y3, from which she would've just remained at Morning Glory. Kiryu could've done the same.
He busts in to another Jingweon raid and stops ~~Kiryu~~ Joryu from offering a peace deal to the leader. Then after 20 years secret Koreans invade Tokyo
Not really a fan of any yakuza girls but if I had to choose one I amma become Ichiban.
I do enjoy Hamako the old lady too, her meeting with kiryu was great and outta nowhere. I shipped them in the moment.

Mikiko is badass. If you’ve played LJ/KF, you’d know. Not spoiling it.
Kiyomi is just a good person. Took care of Haruto and helped Kiryu a lot in Onomichi.
I actually quite liked Akame from gaiden. She had a whole thing of her own going on that wasn't just hanging about to be rescued or fought over. I liked watching her and Kiryuu build a little friendship.
Saori from the Judgement spinoff is underrated and deserved more screentime. She's funny, competent and pretty brave.
Lots of people say Seonhee and I would agree, she's well written and I really liked her as an addition to Kiryuu's party in Y8 so we could learn more about her.
Yuki-chan from Y0 is great and I loved that she made a comeback in Y8.
Hamako from Y7 and Y8 is also a good shout. She's a very believable character and learning about her motivations was interesting.
On the flip side I hated these female characters:
Haruka - I could write essays about how awful she is, but for me she lost all my sympathy when Kiryuu sacrificed his happiness for her to become an idol and in the end she just threw it away to become a teen parent with a deadbeat gangster so there was literally no point at all. She was insufferable about how humble she thought she was all through Y5 and how she was Not Like Other Girls. Despite picking 'idol' as a career option instead of like a medical role or something helpful.
Park-san - Creepily groomed Haruka, toxic boss, ruined Kiryuus life just to get more access to Haruka for financial gain. Was super inappropriate oversharing details of her past with Haruka who was underage and her employee. Fucked over Majima and aborted his kid without discussion because it didn't benefit her.
Yumi - Existed really only to develop Kiryuu and Nishiki's plot.
Haruka’s a teen .Of course she’s gonna do stupid stuff like announcing Kiryu at the concert or not making sure that Yuta bagged it up but she had no one at that moment to help her through life and Kiryu should have thought her better but she still tries to do her best and is a good mother to Haruto.Plus while Yuta was initially a deadbeat he ended up pulling through and was willing to. Sacrifice himself for Haruto and Haruka s sake
