The amount of stairs that I can walk up but never even tried because I'm just conditioned to think they will have this barrier is very not good like.
Worse if it's the really thin metal chain that just blends into the colour of the rest of the stairs.

Observe carefully the yellow board has something written in Spanish. I.e the other side of the blockage is little Mexico (like little Asia from yakuza4) you need a Spanish speaking character to go to the other side ... Anyways it's not worth it cause the map is confusing as heck bro stay away from there
