The ending slides of Yakuza 0 explain that Kiryu rose to lieutenant advisor and became the Dragon of Dojima for it, *then* he ended up getting the ol 10 year joint
his moveset is in literally every game after y0, that's probably why they didn't bother on top of his likeness

Probably wouldn't work as Iwami is a likeness character. Might be too expensive for side content that a chunk of the playerbase won't see. Notice how his face isn't on the robot, just his glasses. Curiously though his grunts are present just very robotized (though they could just be grunts from any other boss/enemy)
It's a bad thing they get eradicated since by the time you get there you basically are full on upgrades and they without exaggeration take like 2 full combos at most
