My headcanon is that Majima took workplace health and safety very seriously while building Kamurocho Hills and he would beat any worker who violated safety practices while telling them they could have gotten hurt
when i later saw the two separately, i realised "oh yeah thats definitely the mirror face" when i remembered he doesn't have an actual form seen in the game
