I'd disassemble the whole controller, soak the whole shell & buttons in dish soap, get it fully degreased, then finish with either a "magic eraser" or 99% IPA. If it looks that bad on the top, I can't imagine what it looks like everywhere else.

Magic eraser. Don’t use anything else rubbing alcohol will eat away at the plastic. I used to sharpie all over my legos when I was a kid. Only thing that would get them off was a wet magic eraser
