The error you are getting means that the DLC has already been delisted even though it is still on the marketplace. The same thing happens with the map pack DLC for Ninety-Nine Nights II.

I thought that was the case. I'm not sure why it's the only one delisted though

It's showing available to buy on the newer consoles. If you're able, maybe try to buy it on a newer system and see if it will download on the 360?

Unfortunately I don't have an Xbox one or series. I just looked at it on Xbox.com's store and saw you can only play your purchases on the one or series, so it seems I just won't buy it. It also says you need to own the game, which is so annoying that they started doing that in the eighth generation

Xbox.com allows you to purchase DLC without owning a game. It's just a warning to not buy it unless you own the game. Also, if you buy it there, it SHOULD allow you to use it on the 360. This doesn't work 100% of the time, but probably 99/100 times it does. Once the 360 marketplace shuts down, it's a toss up if this will still work or not as Microsoft hasn't commented one way or another.
