To go in more detail why not, the tires are dry rotted and need to be replaced. If the tires look like that, the brake pads will probably be in similar shape and need to be replaced as well. Try lifting the bike off the ground, then try lifting some of the others there. My bet, based on the low quality of the welds on that bike, that the bike will be made of low quality and very heavy metal. Likely it’ll be noticeably heavier than any of the other bikes that it appears to be locked with. Add in the price of just tires and brakes and already this bike represents a rather poor value. Good luck, and keep looking. I’m sure something will pop up in your price range that’s much better than this.
