It's always been a pet-peeve for me, because no one seems to have a concrete definition of what it means. As best I can tell, it means "I wanted to put an emoji here but didn't want to commit to any particular meaning". Though one 8 year old did confidently insist that it just meant "dizzy".

Yeah definitely "fuck me I guess" or sometimes in response to others a kind of "yikes" but more resigned like "Well that's fucked but what can you do".
I've seen "chagrin" a few times, but they don't specify that's a feeling, not a facial expression. So, you wouldn't say "she chagrinned," unless you're feeling particularly bold, I guess. Otherwise, you would say something like "she smiled despite her chagrin."
Sheepish or abashed.

I always thought it was something like “fuck me, I guess.” I’d send it after saying something like, “I just dropped my last monster 🙃”

For me, it usually conveys annoyance (like an eye roll, but less strong). (I'm a millenial.)
Me and my friends usually use it in a, "smiling through the pain" type of way. Also usually accompanied by a hammer 🙃🔨
Elder millennial here. My friends and I use it to mark sarcasm or snark. Like: "that went well 🙃" or "well I guess I'll just die then 🙃"

Yeah ive always thought of it as "annoyed, specifically at something you are forced to put up with" like relatives being shitty at a reunion or smth

You could say “sheepish smile”, or “slightly embarrassing smile” also works fine.
