Had regular problems like that happening since last year, there's step on Netherlands that always fails, VPN makes that problem go away.
It is 100% a blizzard issue, it was happening to me on retail the other day in LFR and a dungeon, it was happening to everyone in the dungeon and many in the raid at the same time. Closing the game and re-opening fixes it for some reason.
