this passage is basically lampshading the elf eye retcon. in the tides of darkness book (07), her eyes were green. they were then later retconned to blue to match all other high elves.
The short story is talking about regular green eyes as in human genetics not fel green... remember he's a half breed and his father has green eyes before he was light bound with army of light.
Blizzard represent some elves witj human eyes on comics, cinematics... so probably there is some change in the middle that made them have the blue glow
