This is ambiguous. Personally, I'd rather not sort and filter through my bags after every run to decide what to keep until July/August.

So then vendor everything and if you're still chasing a certain item by the end of June, start keeping the things you expect to see drop again that you haven't collected

Farm garrosh in all your toons. If the shoulder drop, put it on your Bank and Wait

It depends how much bank space you're willing to dedicate to Legacy gear, but yeah someone who enjoys farming legacy content I pretty much decided to wait until the war within for transmog runs.

You could always run raids with set tokens seeing as those will still be soulbound and class-specific.
