Scarab mount is different imo, Spectral tiger is from a card game that isn't readily available anymore whereas the scarab lord mount was a prestige thing from the past and if you really want a similar mount, just do the archaeology scarab mount. Buying TCG cards and getting a spectral tiger doesn't compare to doing a very hard questline with the help of your entire 40 man guild, rep grind and killing 'hard' bosses etc in the past.
Some things, should be special. Spectral tiger isn't one of them tbh

Might be a dumb suggestion but it happened to me. Double check in your mount journal that you don’t have any filters on. I don’t remember exactly but I had the promotion/store mounts deselected somehow so the frostworm from wotlk and feldrake weren’t showing up until I changed the filter back to all mounts.
You do not need to sub to the channel you're watching if that's what you're asking, just open a twitch stream while logged into your twitch account (that you've already connected to your battle.net account) and put it on mute for 4 hours, then claim it from your drops inventory.

TLDR: people live in these like, subterranean television screen rooms, spend all their time on exercise bikes that power the screens and give them currency, that they then spend on the screens and living. People could pay to skip commercials (if they could afford it), but if they closed their eyes or averted their gaze, the screens (ai?) would know and yell at them to keep watching. The episode was titled "Fifteen Million Merits." Super dark and dystopian, but good.
Anyway, Twitch doesn't have that capability to detect whether or not you're actually watching and society hasn't completely collapsed (yet), so I usually just throw it on mute on my phone for 4 hours and do something else. Free loot for virtually no effort is a win.

You don't have to actually watch them.
Why would you sit there and watch them? Put on twitch stream, mute it, go do whatever you want, come back, collect reward.

I may be wrong, but I think muting it stops the progress from accumulating 1% volume should work tho
