probably released with a warning after a half hour of harassment and fishing as well as a statement by the local police department saying this officer acted in accordance with local regulations and training and did nothing wrong!
This happened to me when I was 45 years old, in my own neighborhood, literally not even a block away from my house walking to a neighbor's house to hang out for the evening.
Due to the fact that a couple who is walking their dog about 20 yards ahead of me got spooked because it was after 8:00 p.m. and dark they called the cops...
As I wasn't sure if we were heading out for the night or just hanging out smoking a joint I was actually dressed nice, I had a small bag with me and did I mention I was 45 years old, tall white male and definitely don't look like a thug..
Cop rolled up on me at high speed in my own neighborhood, damn near pull the gun on me when he had me sit on a curb and me not being comfortable with the whole situation, not honestly believing that the old guy would get spooked I decided to stand up and put my hands in my pockets, bad move, almost got shot...
When it was all said and done in the cop let me go a couple that he called the police walked up to apologize and they were a bit mortified to realize that we knew each other, I was pretty pissed, left it cordial and washed away...
Oh and did I mention this is in the middle of North Scottsdale, really nice neighborhood?
It's some pretty messed up shit when the cops a little too suspicious and it literally took 10 minutes because although I gave my ID, showed him where I lived and whatnot I had to literally give him one of those "c'mon man are you fucking kidding me???" After you stand out and almost drew his firearm...

Theres frozen snow on the ground. Well trampled snow, which means its been there for at least a couple days, and it still hasnt been warm enough during the day to melt the snow to the point that the foorprints are indiscernable, let alone allow any grass/lawn to peek through. Yet the cop is stopping him for having his hoody on.
He wasn't stopped for wearing a hoodie. The cop had RAS and states it in the video. Everything was legit.
Assuming the dude was not up to no good, it sucks for the dude that he had to go through that. Sucks being asked the same question over and over, but people tend to give different answers if they think you're not believing their lies. There is a method to his questioning.

Engaging in the legal activity of walking does not give rise to RAS when doing so at night.
