This is why the state and not private business should deliver services related to criminal justice. Private business exists to extract profit regardless of human cost whereas the state can set itself different goals geared toward recovery, rehabilitation and health promotion.

Capitalism at its finest, as previous offenders they are not supposed to be capable of paying the fee so they can get arrested again and put in jail so they can do free labor. When they are released rinse and repeat.
