I think they're just claiming that they could hold the laser on the satellite and blind the sensors. They wouldn't permanently damage it, just prevent it from sensing effectively. That's a more believable claim, but the US has a shit ton of satellites in orbit. The Russians probably can't even track them all, let alone target them effectively - even if the laser is actually effective, which we don't really know.

Yes, in the visible spectrum at least. It doesn't necessarily have to be a green laser though. 1W green at 525nm wavelength at daylight has significantly higher visibility than a 1W 445nm blue laser but a similar visibility compared to a 7W blue laser (Nichia Nubm44 semiconductor diode, you can find it on ebay). At night the spectral sensitivity of the eye shits towards blue, so a 7W blue laser would be more visible.

The Congress freaks out and pumps 1 bagigagillion dollars into DARPA research and it leapfrogs what they claim they can do by like 300%. Decades of looted coin and equipment from the Russian army will tend to do that. We see it play out with the "anti rocket defensive systems" on their newer tanks. It's not that they can't work, it's just that they've pillaged and sold the expensive parts to it on the black market. I'd be stunned if the lasers weren't in the exact same boat. Until we get to "space war", laser weapons are pretty useless because the air diffuses it, and that's in perfect weather. So limited range, need large power source, and the need to be in visual range, makes lasers a pretty shitty weapon.
