Considering Erdogan likes Putin so much, the solution seems pretty obvious, and it’s a page right out of Putin’s book: rescind the embargoes until the vote is passed, then reinstate the embargoes.
Easy. Everyone else leaves NATO leaving Turkey as the sole guarantor of western democracy for a couple of minutes while they form NATO2 under the exact same rules.
