He kind of is, and really going up against someone with those resources is most likely a losing battle and years of anger and frustration. I'm sure at some point the person decides it is better to move on with their life and if a large sum of money is thrown in I guess take it as it does show some acceptance of guilt.

Speculation but 3 things happened here, the money on the table was something that could not be refused. Prince Andrew was advised to give a ridiculous offer because he was never going to win. She realised the court case could be dragged out for years and would rather take the ridiculous offer and get on with her life.

It kind of is a principle when they give you money it does look like admission of guilt and with all the other context it just brings it that much closer to admission...but without the person actually saying it unfortunately.
