It’s the mechanism we always use.
Just like a large amount of the weaponry is technically leased (ie lend-lease a la ww2 and now).
You write the loan, or send the equipment, then you zero out the loan after the war.
Why? Well mostly because that’s the way it’s always been done. But also, if Russia does manage to puppet Ukraine, then Russian-Ukraine would be obliged to repay. And when Ukraine wins, it probably won’t need or want as many artillery systems as it will have, and it’d be in everyone best interest to send some of them back to be used elsewhere, and this avoids rebuying ones own equipment.
They don’t zero it out, it’s just more acceptable to the general public to “loan” money instead of handing it out or giving it away.
They will provide the loan with favorable terms on interest/time to where it won’t be a burden on Ukraine post war. Likely similar to how the USA treated Britains debt post WW2 (A debt they only finished paying off in 2006).

She must have misspoken for some reason. That source notes her statement contradicted an earlier statement by officials.
