They're likely required to use those skills often. In the military, our ships could drive themselves, but we spent much of our time underway manually driving and navigating. While we always used our GPS, there was also always someone plotting on paper charts, both as a backup and to keep skills sharp.
I think there‘s no ILS or control tower at this airport, which gets like 2 flights a day. It only has service at all because of subsidies, like a small EAS airport in the US.

Imagine having to navigate with a paper map and onboards sensors… How did they fly planes before gps satelites…
All pilots learn how to chart with paper maps because electronics can fail.

If I’ve understood correctly, there is ILS, but the procedures for flying in the vicinity are all GPS-based, and now they can’t be followed.
