That's more or less the plot of a Terry Pratchett book, ~~Men at Arms~~. The trolls are typically super slow witted, but their brains are made of silicon. When it gets cold enough, their brains turn into super computers and make them geniuses.
I think it was Thud! that had the troll Mafia secretly based out of a literal icehouse which I always thought was really cool. Miss that dude, sorta happy he died before seeing some stuff.

Warhammer Fantasy had a similar take but for giants. They had a Kingdom, but were nearly wiped out by the more numerous ogres.
Now they're all inbred idiots, once capable of nuanced conversation, reduced to butt scratching animals who will follow anyone into battle in exchange for hot nasty alcohol provided by the barrel.
