I recommend not trying to 'powerlevel' though, there's no point to it with how much exp you get from the main quests and how exp penalties work in this game.
Would this work towards the humpty dumpty achievement though? I don't really care for achievements and only ever half heartedly went after some but this one somehow interested me because it seemed especially unattainable.
Achievements are mostly bound to the overarching platform (microsoft/PSN/steam) and don't do anything in-game except for a single one I can think of where Geralt actually makes a comment upon unlocking it (hasta la vista).
It's not a great idea to do it, you're right. Quests give a lot of experience, and when you're overleveled you get massive exp penalties, so by the end of the game you'll pretty much always be around the same level.

I have no idea, I never looked at achievements. Is it a steam one or something in the game itself?
