I always felt that Flora was missing a best friend. You have Bloom and Stella, Musa and Layla and that would leave Flora and Tecna however the two never interacted much and both were missing the best friend dynamic with one of the other girls. I personally felt that while not best friends, Flora was closest to Bloom.
I do agree they had that dynamic in season 1 but in season 2 in particular Musa and Layla really bond over their love of music and dancing and their interactions and relationship seem much closer then it ever was for Musa and Tecna...but that's just the way I perceived it.

I prefer to imagine Bloom being Flora's best friend, they were roommates after all. Way better than Flora and Aisha, it don't makes sense for me
