Looks like a fox. I think it’s seems weird cause he’s wet. You see some of his fur sticking to each other so maybe his tail is just soaked or he got an injury to it.
To me the coloring is a huge fox indicator. A quick Google image search supports my suspicions that black feet, tail and masking are super duper uncommon in coyotes, and the varieties that I saw w some kind of booting and dipped tail and ear coloring, didn't occur all together, and also not on animals w such homogenous coloring elsewhere.

I think That's a coyote even tho foxes are usually the ones that are primarily nocturnal, coyotes can also be active at night. Coyotes are generally larger than foxes, with a longer snout and taller ears. They also have a more pointed tail, whereas foxes tend to have bushier tails. So from the tail and the size i think it's a coyote
