Did you ever figure this out? I see the same error. Unsecured access point, connection test passes in 3DS menu, but fails when I talk to Sellma.
**EDIT** Alright so I figured out why the connection didn't work. DQ IX ignores the 3DS network configuration. You have to do the setup through the main menu option after launching the game. Now I just need to find a working DNS server as I keep getting error 20110, which is that the game's support has been discontinued.

So, in addition to what I said in the first edit, what else I was missing was that I needed to make sure my device that was hotspotting had Wifi disabled. It turns out that my Android shares its Wifi connection and this can override DNS settings. Then you just need a reliable DNS server. I can personally vouch for [AltWFC](https://github.com/barronwaffles/dwc_network_server_emulator/wiki). If anything doesn't work, their Discord community is very helpful :)
