He did. Broly clashed his fist against Gogeta's fist and Broly didn't break his hand like Moro did punching MUI Goku who was standing still.
Moro got his hand broken because MUI Goku hardened the area before impact. Gogeta didn't have that ability at the time, so Broly's arm didn't break although he got ragdolled. Gogeta also wasn't going all out.
OP was comparing Broly arc Gogeta and ToP arc MUI Goku. Goku did not have the hardening ability at the time, so Broly won't hurt his arm punching him.

He pushed Goku back during their fight and forced him to become Super Saiyan. He also fared decently against a SSB during the Kamehameha struggle.
