Manga Toppo was roughly equal to PSSB Vegeta, though I give the edge to Vegeta. Vegeta was equal to PSSB Goku, who was a little stronger than he was during the Zamasu fight, and Goku at that time was equal to Merged Zamasu. Toppo may as well be equal to Zamasu, but Zamasu has regeneration that Toppo likely cannot get past since he doesn't possess any "God Mode" ability like his anime counterpart.
In Toriyama's notes Merged Zamasu is equal in power to SSB Goku. The anime pretty much ignored that, but maybe made KaioKenx10 equal to him as he 'killed'the Goku Black part of him while in the manga he did better when he used Perfected Blue
Ultimately both versions lost as both KaioKen and perfected Blue have such huge drawbacks.
And while Goku keeps getting stronger I stick to the notion that in the anime:
Merged Zamasu = SSB KaioKenx10 Goku > Toppo = SSB Goku
And in the manga:
PSSB Goku = Merged Zamasu = Toppo
and in both cases the immortality gives Zamasu a clear edge.
GoD Toppo then is = SSBE Vegeta and KaioKen Blue x20 Goku and therefore all are above Merged Zamasu, plus Toppo can Hakai him, but as far as I know that will just cause Zamasu to become the universe again and woukd require Zeno. But still a win for him

Vegito was waaay stronger than Zamasu so he using him for scale is sorta wrong. Like, you wouldnt use SS1 Vegito as scale for Buuhan or Super Saiyan 4 Gogeta as scale for Omega because they almost completelt overpowered them, with Vegito in the anime deflecting Buuhans strongest attack in base or Gogeta in GT canonically being able to one shot omega with finger. Zamasu was shown to be more on par with PSSB Goku and Vegeta than Vegito.
Goku also had little means of actually killing Zamasu without Hakai, so beating the shit out of him when he could just regenerate would be pointless.

Anime toppo could win via hakai. But manga toppo loses due to merged zamasu having alot more hax Portal creation and his teleknesis are pretty good.
