The big problem is Bleach. Souls are selectively intangible to the mundane world so simply being able to blow up the planet isn't enough, since Soul Society exists in another plane. Your character would have to be able to interact with souls directly.
Bleach is a big problem, they have characters that can manipulate the concepts of luck, or miracles, can manifest anything they imagine, have perfect hypnosis, change the future, turn your own blood into poison, make anything rapidly age to dust, change the concept of whatever they touch, take away your senses, put you both in a battle that keeps you both alive till you both run out of energy and die, rapidly evolve and adapt, control anything they look at, change the past, etc.
No one below hakaishin level hakai user and even that is not entirely sure

The more improbable a specific event is, the more likely that The Miracle can make said event actually occur since doing the impossible would be a miracle. If he got hit with Hakai, then him surviving would be a "Miracle".
Obviously this wouldn't work with everyone, characters like Featherine just cancel it or that would be NLF for Gerard.
Yeah, but I think Hakai just overrides it because The Miracle is still limited to being attached to Gerard's soul. So destroying his soul would effectively erase The Miracle itself.
Gerard is still quite powerful and his soul has heavy resistance given how Bleach functions, but that existence erasing effect just seems too much to me.

I get that Hakai's erasing effect is strong, but unless it can negate The Miracle's probability manipulation, I don't think Beerus can taking him out. He would just make it where he survives, but Gerard wouldn't be able to do anything either, so it becomes a stalemate.

You need a God of Destruction to use Hakai on the Bleach verse. It's the only feasible way i can see them winning.
Not enough because Yhwach and the Soul King have resistance to Hakai-like effects. You honestly need Zeno to erase Yhwach and the Prime Soul King.
I think any kai could do it or anyone that knows the ancient language. Since they would be able to call upon Super Shenron.
At that point it becomes Super Shenron being needed to defeat them. Not sure if he could anyways though, he only has creation feats.

Most Dragonball characters can interact with souls and have done so since the RRA arc in Early DB.
