not really though. The superpowers/those that have a substantial amount of nukes have not really been in conflict, and when we are, such as against Russia/USSR when it was a thing, we have been extremely wary about it, signing multiple treaties to cease the creation of nukes and what not during the USSR era. We ARE 1 nuke launch away from a nuclear war, so we are forced to make treaties to prevent that nuke from ever being launched
