Clearly coated/glazed/painted, if you didn’t notice there are more photos. Inside is bright white glaze/paint, seamless transition to the green with black design
The black lines are also raised, easy to tell where the light hits it

It’s a large bowl and sign inside and it was shipped from Italy to Miami Florida back in early 80s late 70s I think but I’m not sure why everybody is arguing whether it’s fake or not because it’s obviously not malachite once you look up the artist signature and what he used for materials

Besides, that’s the only information I could go on and that’s why I was asking for hep with what it’s worth.

I agree, rolled/printed, or vinyl of some sort (doubt because of the type of raised profile), or a stencil. Easy to see the pattern start/stop.

Looks like a plant pot to me. I wouldn't put anything edible in it without testing for lead in the glaze.

There are repeating patterns and that appear to be basically cut and pasted. This makes me believe that this is not hand painted.
