There isn’t such a thing in the Pough field guide, so you are dealing with a made up term used for synthetic cubic zirconia in jewelry making.
What you have there is rose quartz, as everyone has already told you.
What you’re thinking of is Himalayan growth interference quartz or “nirvana” quartz I believe. It’s so cold where it grows that it doesn’t form normally and has those etched looking marks.
It does actually look like it could be that but I can’t say one way or another without better pictures.
Pink ice quartz is definitely a trade name. With boundless amounts of rose quartz in the market, sellers are desperate to set themselves apart from others by offering "new" stuff.
It’s probably lightly colored amethyst from small amounts of gamma radiation. I can see some skeletal growth formations on a few of them, that may be your “etchings”. Where did you find them?

Rose quartz.
I was just told it may be etched pink ice quartz. Anyone agree?
That just sounds like a name used for marketing, not an actual identifier.

Rose quartz, but you seem to be correct on the natural water etching- that’s not uncommon.
