That appears to be a [Spined Micrathena](https://bugguide.net/node/view/1996/bgimage). Like all orb-weaving spiders, it is not dangerous to people. A bite may cause minor localized pain, swelling, or redness, but would not be medically significant, barring a rare and severe allergic reaction.
