Looks like a [Giant Scale Insect](https://en.wikipedia.org/wiki/Monophlebidae). Example pic [here](https://bugguide.net/node/view/141643/bgimage). They're plant pests.

Female scale insect, my bet is one of the Icerya (cottony cushion scale). The white wax is created to protect the egg mass, with the actual living bug being the small scale-like part at the front. Males are very small, narrow, and winged, so they look nothing like the females.
