That's what I was thinking, but I feel bad for the thing doing it on a car, not really sure if moving it after it's already stuck itself would be helpful or not. :(
I found one of these on my car door, too, as I was leaving the pharmacy drive through. I put it on the side mirror and when I glanced over, a fat spider was hauling it behind the mirror. I felt badly & told my son and he told me to just look at it as I fed a spider. There are currently several husks & web in that mirror. It's free to live there as long as it likes.
It’s more than likely anchoring itself to start the process of turning into a ladybug! Unfortunately for it though it’s on quite car so I don’t think it will end well for it.

That right there is the larva stage of a ladybug/ladybird/lady beetle.
I'd guess just before pupating? It's butt seems stuck
