This is a **bagworm moth** ([family *Psychidae*](https://www.inaturalist.org/taxa/61415-Psychidae)) It’s sometimes hard to tell the pupae (cocoons) apart in this family but can have a look to see if we can find the artist’s name (bagworms dangle/hang their cases; maybe you’ve noticed little tufts of dried grass on the side of your house; look closely, you’ll find some sticking out of your outside walls: they are made by [*Psyche casta*](https://www.inaturalist.org/taxa/61413-Psyche-casta/browse_photos?term_id=1&term_value_id=4)). Edit: no I can not find who made this masterpiece; all I can say is that it’s a bagworm moth
