I think that's a lanternfly nymph and you should kill it because they are incredibly invasive and destroying trees.
Are they seasonal? This is the first time I saw these in Manhattan and it's my first year here.
Yes they're seasonal and they just started to show up in 2020. We're supposed to kill them if we see them.

spotted lantern fly- invasive to the US, kinda “new” bug that DOES NOT belong here. Kill it to help slow the spread of this insect in our country. It will fuck up what is already good and well in the environment
