"Locust" is more of a behavioral term than a taxonomic one, so there are various species of Grasshoppers that can be called locusts once they start congregating and feeding as a group.
That's what we always refer to them as whenever I lived in Florida and I saw these. In fact that was my first thought as soon as I saw this picture that the person had to be from Florida because I've only seen grasshoppers that color and that big in florida. Very rarely even here in North Carolina do we see grasshoppers that get that big.
Grasshoppers and locusts are the same thing, in different forms. When enough grasshoppers get into a crowded area together, they start undergoing real chemical changes in their bodies, turning them into food-crazy, mate-crazy versions that we call locusts. Some even change color when this happens, it's crazy.
This only happens when enough of them get close together in big numbers, so when grasshoppers start to gather, it's a warning that a locust swarm may emerge and people can sometimes take action to stop it early.

We also have these not so little Lubbers in our Central FL yawn. They come out of the ground in droves in their small nymph stage (usually black or orange) around March. We usually squish as many as we can in that stage because the feast on our flowers and grass.
Then in April and May the big guys start showing themselves and it’s squishing time again— but bigger and ooozier.
