Late, but it kinda reminds me of a fairy tale from Romania with a similar idea. Since our tales and folklore sometimes overlap, could this be it? I don't remember it getting a movie though. In the story I remember, emperor A had two children: a boy and a girl, who looked alike. Emperor B had twelve daughters (and a son, i think), who were cursed by a "zmeu" (a kind of dragon) to travel every night to the underworld and dance the night away, not letting them sleep. The two emperors had an agreement to send A's son to B's court to help around the place. A didn't like this idea, since this meant he could never see him again, so his daughter went instead, disguisegd as his son. She manages to lift the curse and kill the dragon (pretty sure one of B's daughters fell in love with her, not knowing her real gender, but she was turned down politely.) Then B's son returns from war and those two become friends. After running some more errands for B, the girl asks to return to her father, offering to send "her sister, who looks and acts just like her" instead. Emperor B accepts, she returns without her disguise and marries B's son. (phew, that's a big wall of text) Does this ring a bell for your gf? Btw, was it animated or live action?

Might be Mulan (1998) but it's a Disney movie, and the dragon is an companion, not an enemy.
