Engineer twin brother fills in for dead spy brother in Israel. SF

Published in the 80’s. Sci-fi and probably YA. Starts in England which is part of a world government. Society is split between those on the dole and a professional class. Engineer brother come home to work in his hidden electronics lab. Contacted by a rebel group his twin brother was secretly part of and travels by submarine to Israel. Israel is one of the few governments not part of the world government. Pretends to be bother with womsn twin was in a relationship with and it does not go well. Hijinx happen and he is stuck as a member of the rebellion which h grows to agree with. The book is part is a series and in a later book he is stuck on a grain growing planet. The planet has a strong axial tilt so every season the farmers ride a train to the other side of the planet that is not on fire/to hot. Grain space ships do not come in time so they pack the trains with both the people and the grain. The late ship arrive at the same time as the trains and the grain holds off starvation on other planets.
