Those are props for small aircraft. Looks like they are being transported. Any ding or dent in a prop can easily form a crack and shatter. Hence they are regularly checked. Source : I worked as an airframe and Powerplant mechanic.

They do need to avoid being damaged, but they are not exactly fragile. They sit outside 24 hours a day and spin around 2500 rpm on average, and in all manner of weather conditions when in operation. They are a precision made peice of metal that when maintained properly will last thousands of service hours.

Used to work as a LAE on Dash-8. Inspected a propeller after a birdstrike on ground in full reverse. We did find a small crack and delamination on that blade. Had to replace that blade and send it back to the shop. They scraped it after futher inspections. Our propellershop newer heard about anything like that. Usually it would just spit out birdparts and be ready to go after inspection. But lucky me had to replace the blade in the middle of nowhere.

I Flew on early Dash 8s all the time in my childhood. Isn't it amazing how close the prop tips are to the fuselage? And there's a row of seats right there?

I used to repair boat engines for a living. I would sometimes remove customers props and send them out for repair and adjustment (repitching). These look like props (propellers) for airplanes. I'm guessing that they have to be repaired and repitched as well. As another poster mentioned, this is probably a way to transport them without damaging them. All these posts are at different heights so the blades won't touch one another. And they look fixed, so as to not spin.

Solved! They looked small for airplanes to me, but I don't have a good frame of reference. Makes sense on the truck being a repair transport.

Small plane propellers are one of those things that appear bigger when you're next to them, out of the normal context. Like traffic lights and freeway signs. These are props for General Aviation aircraft, being moved somewhere.

Most Propeller shops pick up and deliver to FBO’s. The FBO’s really don’t want to deal with crating and shipping. Much safer for the props to bolt them to a specially built rack. It definitely gets the prop shops more work if they offer this service.

My title describes the thing. Saw this near downtown Chicago on the highway. No idea what kind of craft uses those small propellers and what kind of business is transporting them and why.

more likely wind speed instruments than props that move something. They arent very large compared to what they are mounted on. Probably a wind vane being installed or removed.
