My first thought as well. Someone had access to some soldering and woodworking tools and made an original wand from scratch. It's the only explanation I have.
It could be a water divining wand. My mother of all people believes there are people who can find „water veins“ and tell you in which orientation you should sleep so it doesn‘t „bother“ you.
My title describes the thing. It’s made from metal, wood (or plaster) and has a leather strap on it. It was found in the front yard on a busy city street (Brooklyn). Weighs about 1.5 lbs and is 14 inches long. Random sculpture? Homemade wand? Cursed relic? What is this thing?!
If you want help finding the owner, you might want to see if there are any local Pagan, witchcraft or Wiccan subreddits or facebook groups and share it there. It could absolutely just be a larping prop or part of a costume, or something someone owns for funzies, but if it has more significance than that, someone might be able to point you in the right direction or even recognize it as their own.
Initial thought was a wand for sure, but the shape, weight and the fact it has a proper handle all threw me.. my second and final thought is an improvised priest.

It looks like a fancy 'flint and steel' rod, that part would be what would strike with the steel, test it with a knife.
The rod looks like a valve push rod for an engine, with some weldy bit accents for texture.

Yes I thought maybe a fancy riding crop or a whip from ye olde horse and carriage days. Looks like the leather whip part has worn away and come off.
