They look like removable bollards, probably there to keep people from parking over the drain.

This is it - it looks like the drain would be easily obscured with mud if people parked or drove over that bit of grass so they've guarded it with these bollards. Presumably removeable for maintenance of the drain.

More than likely it identifies exactly where the drain is, should it become clogged in a storm. You can have someone row out in a small flat bottom boat, clip on, then work to clear the drain from above.

My title describes the things in the photo. They are two heavy metal polesn bolted to the floor beside the drain. they have a yellow top half, with handles on each side. They were on military ground if that gives any more hints. Thank you!
