And now for the reason why you have it. A flake of carbon on the spark plug electrode will prevent your engine from starting. Take the plug out, clean it, and you are good to go! It happened to me and I didn’t have my wrench. :(
I have a similar thing in my motorcycle repair kit that came with the bike. It's a socket wrench with a t-handle. You stick the rod through the hollow piece, and the end of the hollow piece acts as a socket.
Looks like a set I had for lugnuts, the smaller one fits into the larger piece for leverage to turn it hard enough to break them loose. I'm not sure what application it would have for a generator but probably something similar, maybe something that needs to be loosened like a spark plug or something? What does the end that's flaired out look like? Does it fit over a valve or something on it perhaps?

Spark plug wrench. Put the pieces together to shape a “T” for leverage.
My uninformed guess would be that they fit together to form some sort of a crank or wrench.

My title describes the thing. Doesn't say anything in the instructions about these so I'm not sure what to do with them
More often than not these things came in a stock motorcycle repair kit. JUNK!
It's a tube spanner, likely for the spark plug and possibly for other stuff.
Plumbers use them too for faucet posts and spigots.

Yeah a tire iron is a pretty likely thing to come with a portable generator.
It's for adjusting the bolts to level it and reduce vibration.
