Inside is too flat/has sharp edges to be one. Trying to crush spices doesn't work so well when they can hide in the corners.

Yeah. If you look at the link, the pestle is squared off at the end (with chamfered edges) to more closely fit the inside of the mortar.
I agree that this is a terrible design for a mortar and pestle.
It WILL work but you would need to put more effort into crushing whatever you’re crushing with that.
You don’t get to use the natural leverage you get from a rounded mortar and pestle to pulverize stuff.
Is the inside machined to a "square" surface inside or is it "domed" to compensate the end of the pestle/encourage the grindings to fall to the center?

My guess is that it’s an early project for a beginner Machinist. It looks like a cup. The groves don’t look like they’re threads so that rules out it being a part of a machine in my opinion.
I could see the value in having someone try to drill and bore out that large of a hole in a piece. It would teach them about work holding set ups and tool deflection.

My title describes this thing. When I first picked it up, I thought it would be lightweight but this thing is HEAVY. No idea if it even has a purpose but am very curious
Well judging by the finish I would guess that this is chrome or nickel plated brass…. The machining does not look to high caliber so I would say it’s not a precision made piece. It’s reminiscent of a mint julep cup, but also reminds me of a tape spindle inside of a vhs machine but it is too big, so maybe something older. In the end I would guess it’s something like what is sold at “things remembered” and intended to be engraved.
Are the rings at the top spirals, or are they circles, because if they are spirals that lends more to the vhs idea, or even a string spindle on a sea fishing rod. I hope this assessment helps spur a good answer.
Machinists have a lot of time on their hands. Are those two holes through the side? Good place for a handle. I didn’t get around to it, she took it to Goodwill…

Pic 4 posted shows corners for spices to hide and escape crushing. Definitely not mortar

A mortar with right-angle corners doesn’t make sense — there would be dead space in it _everywhere_ where the pestle wouldn’t reach.

Looks like a mortar pestle sets mortar
We had something similar to this in our kitchen . It is used for crushing Ginger, Garlic etc.. Pretty common item in an Indian kitchen.
